City of Fayetteville Logo Design

I've been doing IT work for my local government for a while, and one of the lingering projects (that has had no deadline for the past three years) has been a new logo for the city. Coincidentally, I began designing a logo for the city in my spare time and had planned on presenting it as a side project. I went through a lot of ideas, and ended up with this one as my final attempt. Unfortunately, none of this will be used since they decided to go through a local company. But I'd really like to get some feedback on it anyways. 
Anyways yea, it's a little basic, but here's the current seal (1984) to show how much it has changed from the original. And also a bit of a breakdown of what the stuff in the logo actually is.
I apologize for the blurriness, but the largest logo file I could find was 163px x161px. We could not find anything clearer.
So I obviously didn't start with this, there were a lot of sketches and ideas, and I'm pretty sure I filled up some of my Field Notes just on this. Here's a lot more of the previous stuff before I decided on that one.

And so I went a bit ahead and helped them choose color, typefaces, and even did a few mock ideas; stuff for new tourism posters, letterhead, and new monogramming for employees.
